The Fuel Assistance Program provides income-eligible households with assistance in paying their energy bills during the winter heating season. Households where elderly, disabled persons, and/or young children reside receive priority. benefits are calculated taking into account household income, energy costs, number of heating degree days within a region, and housing type. This targeting allows FAP to provide those households with the lowest incomes and highest energy costs with the highest benefits. | |

| The mission of the Low Income Home Energy Assistance Program (LIHEAP) is to assist low income households, particularly those with the lowest incomes that pay a high proportion of household income for home energy, primarily in meeting their immediate home energy needs.
